Yes, it’s a program that pays kids money (i.e. “$”) for good grades (“A’s”). But at first glance that sign says “we pay for ass”. In fact, at second and third glance it says the same thing (the tick on top of the dollar sign even echoes the apostrophe).
I wonder if this is a case where the designer had the thing all done and someone said “can’t you stick a dollar sign in there somewhere?”

I think what JKB meant is that the apostrophe doesn’t belong there, period. Unless the money belongs to “A.”
